Ryan R. Bailey is a Certified General Real Estate Appraiser, expert witness, and consultant whose practice is concentrated in litigation-related appraisal, appraisal review, and complex valuation matters throughout Arizona.

Professional Background

More Than Routine Appraisal Experience

Ryan has more than 25 years of experience in real estate valuation. For more than 17 years, his practice has been dedicated almost exclusively to litigation-related appraisal assignments, with particular emphasis on matters requiring detailed analysis, defensible reporting, and expert support in contested settings.

His work includes condominium terminations, construction defect matters, condemnation and eminent domain, dissolution of marriage, detrimental property conditions and stigma analysis, appraisal review and standard-of-care matters, retrospective valuation, property damage, and diminution-in-value issues.

Bailey Valuation & Consulting, LLC provides appraisal, appraisal review, litigation support, and consulting services. Depending on the assignment, Ryan may serve as a signing appraiser, reviewer, consultant, analytical support appraiser, or expert witness.

Ryan also contracts with the State of Arizona as a review appraiser for the Arizona Department of Insurance and Financial Institutions’ appraisal licensing division.

Real Estate Education Beyond Appraisal Licensing

Ryan holds both a Bachelor of Science in Business Administration and a Master of Real Estate Development from Arizona State University. His graduate coursework included real estate development principles, market segmentation and analysis, public entitlement, site analysis and design, commercial and retail income analysis, real estate finance, project management, and advanced real estate finance.

He also received Appraisal Institute general/commercial appraisal coursework equivalency credit, including income capitalization, sales comparison, site valuation and cost approach, market analysis and highest and best use, report writing, finance, statistics, and valuation modeling.

Arizona Real Estate Brokerage Experience

Ryan has held an Arizona real estate broker license since 2009 and has been affiliated with HomeSmart, LLC as an Associate Broker since 2019. Brokerage is separate from the appraisal and litigation services offered through Bailey Valuation & Consulting, LLC, but it provides additional practical exposure to real estate transactions, market behavior, and property-specific issues.

Ryan began working with Jan A. Sell and Sell & Associates, Inc. in 2008. That relationship became a significant part of Ryan’s development in litigation valuation, providing years of direct exposure to complex appraisal assignments, contested valuation issues, appraisal review, report development, consultation with counsel, deposition preparation, and expert testimony.

The experience gained through years of direct mentorship and collaboration cannot be replicated through coursework, seminars, or routine appraisal practice alone. It reflects repeated exposure to difficult valuation problems, competing expert opinions, and the practical demands of defending appraisal methodology and conclusions in contested matters.

Ryan continues to perform a substantial portion of his litigation work with Sell & Associates.
